docs: point Build Tools readers to Package Management

uv-build was deliberately not admitted to Build Tools since PEP 517 backends are a different job; that structure decision is deferred to the Python Toolchain sitting. Add a cross-reference so readers looking for Python packaging/build tooling (uv build backend, hatch) land on Package Management instead.
