Peter BarkerandClaude Opus 4.8 78c56ef55d Tools: require committed bootloader binary for new bootloader hwdef ...

test_new_boards.py now checks that any branch adding a new hwdef-bl.dat
also commits the matching prebuilt bootloader binary at
Tools/bootloaders/<board>_bl.bin, mirroring the build-time requirement.
