Peter Barker a504f65126 .github: ensure new boards configure and build ...

Add a step to test_branch_conventions.yml to build and test any boards
that are modified in a PR using test_new_boards.py.

Also fix git references to use github.event.pull_request.base.ref
instead of github.base_ref for consistency, add container and
submodule support to the workflow.
