Run the analysis in CI and fail the build when a finding is neither fixed nor recorded in the suppression list. The analyser is whichever clang-tools the container's distribution provides. process_scan_build_output.py reads the version out of the reports and matches against the hashes recorded for it, so no version needs pinning here. Reports are archived whether or not the check passes, which is when they are most useful. ccache is restored through the shared setup-ccache action and written back only on pushes to master, and is saved before the findings are checked so a failing ratchet still leaves a warm cache behind. It buys little on this job - the analyser re-analyses every translation unit whatever the cache does - but the job follows the same pattern as the rest of CI.
