rubenp02 fd2d82dab2 Tools: Generalize SoC model for more batt. chems. 
Made the SoC model more flexible by turning the previously fixed
parameter p0 into a free coefficient C4. This parameter controls the
steepness of the SoC curve transition, so this change allows the model
to also fit other battery technologies such as Li-ion.

rubenp02 bda83db799 Tools: Handle both Inst, Instance in batt. fitting 
Some logs use 'Inst' instead of 'Instance' for battery messages, causing
the battery fitting script to fail. This commit fixes that issue by
checking both field names.

Thomas Watson 149641cabc AP_HAL_ESP32: init esp32s3m5stampfly 
This is a ready-to-flash board definition for the ready-to-fly 55mm
M5Stack M5Stamp Fly quadcopter. Hopefully it can serve as an inexpensive
reference design for the often-beleaguered ESP32 support. It flies great
using the stock parameters and a joystick over MAVLink over WiFi.

The CPU and flash are still slow and I had to limit it to <1/3 of a
stock copter's loop rate but for amateur pilots that is not noticeable.
Current sensor suite is suitable for non-position-controlled modes (e.g.
Stabilize and AltHold). Battery monitoring is also set up and works.
Flight time is 4-5 minutes.

Work remains to get the compass driver working so that automated flight
is possible with an inexpensive GPS. Then hopefully some day the LEDs,
buzzer, optical flow sensor, and chip LiDARs can be made to work though
those may end up not possible within ArduPilot's framework and given the
hardware constraints.

Thomas Watson 6c847a2611 Tools: fix Cygwin CI build 
There are currently issues where the non-.exe-suffixed files can't be
copied into the `artifacts` folder; `cp` claims "File exists".
Previously this worked but the suffix was added by Cygwin so all files
in `artifacts` had a `.exe` suffix anyway.

This is evidently intended, though non-intuitive, behavior:

Apparently something similar was addressed in PR #20926; the current
code installs files with both suffixes, but that fix contradicts the
info above and now has broken.

This PR changes the code to only install .exe-suffixed files, as opposed
to only non-.exe-suffixed files, which was the behavior before that PR.
