Andrew Tridgell eabbd67d79 AP_Periph: improve PPP gateway web interface 
when CAN is not connected we need a way to modify parameters on the
peripheral

This uses the @PARAM filesystem to present a parameter interface

Tested on a BotBlox DroneNet
