All callers have been updated to use the replacement functions
introduced in the previous commit. Remove the old functions.

The existing hex_to_uint8 and char_to_hex names are confusing:
hex_to_uint8 reads as "hex to uint8" which is vague, and char_to_hex
reads as "character to hex" suggesting conversion in the wrong
direction.
Add a clearer family of hex decode functions alongside the existing
ones:
hex_char_to_nibble -- replaces hex_to_uint8; name states both
the input type (hex character) and output
type (nibble, 0-15)
hex_twochars_to_uint8 -- decode two hex chars to a byte
hex_charpairs_to_uint8s -- decode N hex char pairs to N bytes
hex_chars_to_uint32 -- decode N hex chars to a uint32_t
All new functions are marked WARN_IF_UNUSED so callers cannot silently
ignore parse failures. The old functions are kept for now; they will
be removed once all callers are updated.

This commit changes the way libraries headers are included in source files:
- If the header is in the same directory the source belongs to, so the
notation '#include ""' is used with the path relative to the directory
containing the source.
- If the header is outside the directory containing the source, then we use
the notation '#include <>' with the path relative to libraries folder.
Some of the advantages of such approach:
- Only one search path for libraries headers.
- OSs like Windows may have a better lookup time.
