Ramon Roche 55a577ffd0 ci(docs): skip site artifact upload on pull requests ...

Only T4: Deploy reads px4_docs_build, and it runs on push and
workflow_dispatch. On pull requests the upload spent ~93 s and ~1 GB of
artifact storage per run for nothing. The site is still built, so the
check keeps failing on broken docs.
